How to vote early by absentee ballot

Voters may choose to vote by absentee ballot for any election held in Minnesota conducted under state law.

While no reason is needed to vote by absentee ballot, a completed absentee ballot application is required. The absentee ballot application and instructions may be obtained by clicking the link shown below. A completed application can be returned by mail, email, fax, in person, or directly online:

In-person absentee voting is available for most elections held in Cass County (except tribal elections and the Kego Township election held in March) at the Auditor-Treasurer’s Office and at other locations determined for specific elections. For most elections, extended hours are available for absentee voting. When voting by absentee ballot in-person, usually all steps can be completed for the voter with one visit, including completion of the application form.

Absentee ballot applications will be processed promptly. Absentee ballots sent through the mail include return envelopes with prepaid postage, and require a witness. A witness can be anyone registered to vote in Minnesota, including a spouse or relative; a notary public; or a person with the authority to administer oaths.

Voters making application through the mail are encouraged to allow ample mailing time to receive the ballot and mail it back so that it is received on or before election day. Voted absentee ballots can be returned to the Auditor-Treasurer's Office or designated absentee location in-person by an agent of the voter or the voter themselves no later than 3 p.m. on election day (cannot be delivered to a polling place). An agent must be at least 18 years old and may only return ballots for up to three voters per election. The agent must show identification and sign a record of ballots delivered.

Statewide elections - For the statewide primary and general elections held in even years, absentee ballot applications can also be completed through an on-line portal available through the Minnesota Secretary of State’s Office, accessed directly or through a link from the Cass County website. Absentee ballots cast for statewide elections may be tracked on-line by the voter to verify the status of their ballot. Registered voters residing in mail ballot precincts will receive a ballot through the mail automatically for all statewide elections. Voters not pre-registered that live in mail ballot precincts may register with and vote by absentee ballot.
